Round the waist or across the chest, hence the two ways. Porter, the in house label of Tokyo bag makers Yoshida and Co, build the Force line from a heavy nylon oxford first made for inflatable boats, and line it in the quilted rescue orange borrowed from military flight jackets. Navy keeps it quiet from the outside. The inner pouch unclips and does a decent job as a small bag on its own.
